Nigerian envoy Ibrahim elected UN budget, administration committee chair

Nigeria’s Permanent Representative to the United Nations, Amb Jimoh Ibrahim, has been elected chairman of the Fifth Committee of the United Nations General Assembly, the body responsible for the organisation’s budget, administration and human resources.

His election places a Nigerian diplomat at the helm of one of the UN’s most influential committees, which oversees financial and administrative matters affecting the operations of the 193-member global body.

Accepting the position on Tuesday at UN Headquarters in New York, Ibrahim described the appointment as both an honour and a significant responsibility.

“It is indeed an honour and a privilege to have been appointed by this distinguished Assembly as the chair of the Fifth Committee of the General Assembly.

“I am elated by your trust, yet humbled by the responsibility bestowed on me today, to coordinate the committee’s heavy and complex workload,” he said.

The Fifth Committee plays a central role in determining how the United Nations is funded and managed, making it one of the most consequential organs of the General Assembly.

Ibrahim acknowledged the support of member states and pledged to work closely with other members of the committee’s bureau to advance its mandate.

He takes office at a time when the United Nations is confronting mounting financial pressures and pursuing reforms aimed at improving efficiency and reducing costs.

The new chairman noted that ongoing reform efforts and budgetary constraints would require careful management and cooperation among member states.

“These steps might seem small, but they are meaningful moves towards achieving the organisation’s larger goals, including rethinking how things are run and finding ways to cut costs,” he said.

Ibrahim also highlighted broader global challenges, including geopolitical tensions, economic uncertainty and rising poverty, arguing that the international community must adopt innovative approaches to governance and development.

He stressed the importance of consensus-building within the committee, saying its work must continue to reflect the principles of equality and cooperation among member states.

“The Fifth Committee is expected to adopt a consensus-based decision-making policy,” he said.

According to him, growing global tensions require “a prompt, critical and innovative strategy” capable of creating opportunities within an increasingly complex international environment.

The ambassador also used the occasion to thank President Bola Tinubu and Nigerians for their support.

“It is indeed an honour for me to be elected as the Chairman of the Committee on Budget and Administration of the United Nations today.

“Let me express my profound appreciation to President Bola Ahmed Tinubu. Mr President, as your student in the reforms class, be assured that those teaching slides will reflect in the Budget, Appropriations and Human Resources of the United Nations,” he said.

Drawing on his experience in business, politics and diplomacy, Ibrahim said he would deploy his background in budgetary and legislative matters to foster agreement among member states and guide the committee’s work.

“I hope to utilise my wealth of experience in forging consensus,” he said.

He said his priority would be to support a stronger and more sustainable United Nations through responsible stewardship of its resources.

“Our aim is to support a vibrant and sustainable United Nations, where, in the Fifth Committee, we focus on stewardship and corporate governance — prioritising a thoughtful, hope-driven budget for all of humanity over merely transactional cost management.”

The election is expected to strengthen Nigeria’s visibility within the United Nations system and comes at a time when African countries are seeking greater representation and influence in global governance institutions.
