Sanwo-Olu signs MoU with Climate Group as Lagos joins global net-zero coalition

The Lagos state government has signed a memorandum of understanding (MoU) with Climate Group.

The move signals the city’s entry into the Under2 Coalition, a global network of states and regions committed to achieving net-zero emissions.

Net zero is attained when the amount of greenhouse gases emitted is equal to the volume removed from the atmosphere through green practices.

The agreement was signed by Babajide Sanwo-Olu, governor of Lagos, on Monday in London during the 2026 edition of the London Climate Action Week.

Climate Group comprises more than 180 states and regions representing over half of the global economy.

Through the coalition, subnational governments collaborate to accelerate climate action, exchange best practices, and support the transition to a net-zero and climate-resilient future.

The MoU is a non-binding agreement that aligns with Lagos state’s existing climate goals and priorities. It does not impose legal obligations but reflects a commitment to strengthening cooperation with subnational governments across the world on climate action.

Sanwo-Olu said the coalition membership would strengthen Lagos’ climate ambitions and expand global partnerships.

“Cities and regions are increasingly at the forefront of climate action. Joining the Under2 Coalition strengthens Lagos State’s commitment to building a resilient, low-carbon future while deepening collaboration with leading governments around the world,” Sanwo-Olu said.

“As Africa’s economic and commercial hub, Lagos is determined to demonstrate that climate action and economic growth can go hand in hand, delivering tangible benefits for people, communities and future generations.”

Titilayo Oshodi, special adviser to the governor on climate change and circular economy, said Lagos is moving from climate ambition to implementation.

“Through our State-Determined Contributions framework and broader climate agenda, Lagos State is moving from ambition to implementation. Membership of the Under2 Coalition provides an important platform to strengthen partnerships, exchange knowledge and showcase the remarkable work being undertaken in Lagos to accelerate climate action and sustainable development,” she said.

Welcoming Lagos into the coalition, the Under2 Coalition and Subnational Governments team said the state’s admission would strengthen efforts towards achieving a climate-resilient future.

“As one of Africa’s leading subnational governments, Lagos has a powerful story to tell, and we are honoured to have the State join more than 180 states and regions worldwide working together towards a net-zero and climate-resilient future,” the team said.

The Lagos government said membership of the coalition would create new opportunities for collaboration, knowledge exchange and international partnerships aimed at accelerating climate action and resilience.

The London Climate Action Week, holding from June 20 to 28, brings together global leaders, policymakers, investors and stakeholders in the clean energy, environment and sustainability sectors.

Members of the Lagos delegation at the event include Tokunbo Wahab, commissioner for environment and water resources; Ope George, commissioner for economic planning and budget; Oreoluwa Finnih, special adviser on sustainable development goals; and Bukola Odoe, special adviser on public-private partnerships.
