Rebuilding Confidence in Nigeria’s Passport System

For many Nigerians living abroad, renewing or obtaining a passport was for years associated with long waiting times, administrative bottlenecks and uncertainty. Recent reforms introduced by the Federal Ministry of Interior and the Nigeria Immigration Service (NIS) seek to change that experience through greater use of technology and changes to service delivery. Among the notable initiatives is the expansion of the contactless passport renewal system for eligible Nigerians in the diaspora. The initiative is designed to reduce the need for repeated visits to Nigerian missions abroad and simplify access to passport services.

The reforms have also included the deployment of enhanced electronic passports, increased automation of application processes and improvements in passport personalisation. According to the Ministry, these measures are intended to improve efficiency, strengthen document security and reduce opportunities for fraud and other irregularities.

Changes have also been introduced in visa administration. Following the suspension of the services of Online Integrated Solution (OIS), which operated Nigeria’s visa application centres in the United States, the Nigeria Immigration Service announced alternative arrangements through the Nigerian Embassy in Washington, D.C., and the Consulates-General in New York and Atlanta, while maintaining that the country’s electronic visa platform would continue to operate without disruption. For many Nigerians abroad, efficient passport and visa services are important in maintaining links with their country of origin. They also have implications for travel, investment and business engagement.

Government officials have argued that the reforms form part of broader efforts to modernise public service delivery through digital technology and institutional reforms. As Nigeria seeks to strengthen engagement with its diaspora and improve the ease of doing business, the effectiveness of these reforms will ultimately be measured by the consistency, accessibility and reliability of the services delivered to citizens and other users. Demographics

The continued implementation of digital solutions and administrative reforms offers an opportunity to improve public confidence in immigration services. Sustaining those gains, however, will depend on maintaining efficiency, transparency and accountability over the long term.
